Yes, this person wants to get out there and do things but at the same time, they're tired of doing everything and anything, choosing to reduce themselves to such a state. Sleepy Time hence portrays the two different moods and emotions that go on in that person's head before ending in hopelessness.

Playing on how Billie Eilish is sometimes thought to be a personification of teen angst or debatably "an emo girl who's paid to sing about her problems" by the general public, the concept of mental instability and selfishness runs through this track as well as the realization of how these issues exist and shouldn't be taken lightly.
